The government says it wants to spend £5 million on improving Ronaldsway Airport.
When the court sits in the New Year, Tynwald members will be asked to back spending the money on drainage.
If approved, drainage will be refurbished and improve to reduce flooding.
Improvements are also planned for the runway end safety areas, which were upgraded in 2010.
