The General Registry says it doesn't know how many people were fined during the Covid pandemic because its computer system doesn't store the data.
A Freedom of Information request said police information showed 70 people had been jailed for breaching emergency rules.
But it asked for details about fines - how many had been handed out and how much they'd cost.
The General Registry said its information systems couldn't supply the information.
