The Department for Enterprise says the Isle of Man has 24 licensed employment agencies - and it hasn't taken any enforcement action against any in the last five years.
A Freedom of Information request asked about action it's taken against registered companies.
The DfE says since 2020, it's had six complaints under its licensing regime - in one case the business didn't need a licence.
Three investigations remain open, one was dropped because of a lack of evidence and one was passed to another authority.
