The number of people who aren't required to submit a tax return has been rising steadily over the past four years.
Last year 1,315 residents fell below the income tax threshold, compared to 1,171 four years ago.
Meanwhile the number of people with no tax liability has fallen over the same period, according to a response to a Freedom of Information request.
In the last year, there were 13,646 such individual cases, compared to 16,422 four years ago.
