The Isle of Man Chamber of Commerce says it has doubts about government immigration objectives.
A Council of Ministers report outlined proposals to create 5,000 new jobs by 2032, and increase the population to 100,000 by 2037.
But the Chamber says it has serious concerns those may not benefit the Manx economy.
It says new jobs must fill sectoral gaps, and people moving here need the right skillsets - adding current infrastructure can't support that kind of population increase.
