From Friday, people will be able to leave their homes for non-essential journeys.
The Chief Minister confirmed restrictions will be relaxed on both the amount of time people can spend outside and their reason for doing so.
Mr Quayle also added following a review, there could be further steps taken towards 'returning to normality'.
The all-Island 40mph speed limit will remain in place.
