Tenants told rent increase could have been double

Social housing tenants could have been forced to stomach a rent increase of 10 per cent in April.

That's the admission from the Department of Health and Social Care which has revealed it did have plans to double the planned five per cent hike. 
 
Despite heavy criticism Minister Howard Quayle is defending the decision saying at present the figures simply don't add up:
  
 
Some local commissioners claim the increase shouldn't be implemented until means testing is introduced - something that is a year behind schedule. 
 
Mr Quayle says their opinions were taken into consideration:
