The composition of Tynwald has been reformed significantly during the last 150 years. Members of the House of Keys became democratically elected in 1867, and afterwards there were reforms to the election of Members of the Legislative Council (MLCs). This has been a fractious process, and only achieved through several stages of reform over many decades, with Crown appointed MLCs gradually replaced by new members chosen by the House of Keys.
The historical evidence behind the foremost changes will identify which powers were the driving forces. The experience can then be used to assess the potential success for contemporary reform ideas, for example publicly elected MLCs.
