Chief Minister in retail development dilemma

The Chief Minister has sent a strong message to the public saying we can’t have the luxury of both a vibrant town centre and an out-of-town one-stop retail development.

He highlighted that the Isle of Man is fairing better than most UK regions, where one in every four shops is boarded up, but said the public must consider the long-term effects of an out-of-town development (see audio).

MMC to co-operate with DED over MGP changes

After weeks of public disagreements, the MGP and Economic Development have issued a joint statement saying they will work together in the best interests of the event.

The club and department met yesterday to one again discuss the changes to the races, which are effective from next year.

The MMC has been highly critical of the government’s plans to shorten the event and put more emphasis on the classic machines as opposed to the modern bikes.

However, Minister for the DED John Shimmin defended the decision in this week’s Tynwald and now it appears the MMC with co-operate fully herein.

They say further meetings will be held and, as progress is made, joint press releases will be issued.

towards for a long time.

Roads still being repaired from harsh winters of 2009 and 2010

The Infrastructure Minister has said he is pleased with how repair works are progressing on the Island's roads ahead of TT 2012.

It was anticipated that the works would not need to be as significant this year given the relatively mild winter, this however isn't necessarily the case with repair work from the winters of 2009 and 2010 still ongoing.

The price tag of a major roads overhaul would be in the region of £100 million, something that is clearly not viable given the current economic climate.

Mark Cavendish has had another sprint finish marred by a pile up in the final moments of stage 11 in the Giro D’Italia.

Although the Manxman escaped unscathed it scuppered his chances of taking the win, having to settle for fourth place instead.

After the race he expressed his disappointment with his lead out rider, Geraint Thomas, whose right foot slipped as he took the final corner where the pile up took place.

Despite not winning this round Cavendish still totted up the required points to take the red points jersey from Australian sprinter Matt Goss.

School week reductions have been seriously considered

Education and Children Minister Peter Karran has not ruled out a reduction in the school week if further budget cuts are needed.

The Minister was asked in Tynwald by Garff MHK Steve Rodan what consideration had been given to creating a four day week as a cost saving measure.

It was revealed that the savings the Department needed to make could have been achieved by opening schools for 4.5 rather than 5 days a week.

Minister Karran conceded however this would have had a significant impact on the education of pupils, and on the childcare arrangements of their parents.

It will be the end of June at the earliest before Manx meat is returned to the shelves in Tesco, it has been confirmed.

The 12 LED lights have been placed in Snugborough Trading Estate in Union Mills and it’s estimated that they could save the Commissioners around 50% on energy costs compared with traditional lamps.

LED lighting has a reported longer lifetime of typically 10-15 years, which is six times the life of current technologies.

An MEA spokesperson said they’d installed other LED lighting around the Island, but this has been carried out on a trial basis to replace individual fittings as and where required.’

The company said it will look to utilise further LED street lighting schemes as and when the opportunity arises.

Emergency closure order for Langness right of way

An emergency closure order has been enforced on one of the footpaths at Langness – just two days after a number of routes in the area were deemed as public rights of way.

The footpath which leads from the back of the lighthouse at Jeremy Clarkson’s home to the fog horn, has been closed by the Department of Infrastructure due to safety concerns.

Network operations engineer for the department, Bill Corlett, told 3FM that the issue had been on the department’s radar for some time but it couldn’t act until the land was deemed as a public right of way.

That decision was made in the High Court on Thursday by Deemster David Doyle where the issue over the unsafe bridge was also raised by Mr Clarkson’s lawyer who said if the route was re-opened, more people would be attracted to the area therefore posing more of a safety risk.

Mr Corlett said the bridge is unsafe because it doesn’t have any handrails and work to rectify this would take place over the next few weeks.

Clarkson to face legal bill over Langness row

Jeremy Clarkson will be faced with footing the bill for the battle over rights of way around his Langness home after losing his court case yesterday (Thursday).

Deemster David Doyle ruled against the Top Gear host in favour of the Department of Infrastructure and granted it permission to amend the definitive map of the area to include a number of paths deemed as public rights of way – including one which passes close to the star’s kitchen window.

In the High Court Deemster Doyle said Mr and Mrs Clarkson had been unsuccessful in their case and as such the costs should follow the event, meaning the couple will be asked to pay the department’s costs.

The Clarkson’s lawyer said it was his client’s statutory right to object and should not result in a cost penalty and reiterated that the couple were being reasonable because the rights of way were not marked on the map when they bought the property.

He asked the deemster to consider reducing the costs by one third but this was rejected by Mr Doyle who said he saw no reason to offer them any reduction. No other costs will be sought from any of the other defendants.

Michael MHK calls public meeting over land swap

Michael MHK Alf Cannan has called another public meeting to discuss the ongoing Kirk Michael land swap disagreement.

In a statement released by Mr Cannan he said he had had the opportunity to review new plans submitted by Heritage Homes, in respect of the land swap deal at Michael School.

It follows an agreement last year where the Department of Education and Children agreed to swap some land at the site which would allow access to a new housing development.

Last month the plans were turned down after an independent planning inspector’s recommendation and led the developers to resubmit a further planning application.

Mr Cannan has accused Heritage Homes of paying "lip service” to the recommendations of the report and said there were no substantial changes to the original proposal.

A public meeting will now take place on May 9th at 7.30pm in St Michael’s Hall to offer the residents of Kirk Michael the chance to air their views.

Three historic church buildings are being sold by the Diocese of Sodor and Man as part of a reorganisation of the Island’s parishes.

Bride Rectory and the vicarages of Patrick and Andreas have been deemed as surplus to the housing requirements in these parishes and as such are up for sale.

According to the diocese Bride Rectory, which is being sold for £595,000, is too large and expensive to maintain as a vicarage and Patrick Vicarage, which is up for £875,000, is being sold due to pastoral reorganisation.

All of the parsonages are being sold through Black Grace Cowley and the funds raised from the sales will be returned to the Diocesan board of finance.

Minister concerned over breast cancer question

The Health Minister has criticised an East Douglas MHK for a question on breast cancer statistics in the House of Keys today (Tuesday).

Brenda Cannell had tabled a question for the Minister about the number of cases of breast cancer recorded in the last year and how many of these had received breast reconstruction both on and off the Island.

David Anderson revealed that 63 people had been diagnosed with the cancer. 18 of those had undergone mastectomy treatment and three had received breast reconstruction on Island.

However the Minister told Mrs Cannell that he wondered what value she expected to derive from these statistics as she was already aware a diagnosis of breast cancer could result in a range of clinical outcomes.

He added that he was very concerned at any attempt to misuse these statistics to reignite what he called unjustified fears about breast surgery services, which he said were raised in the minds of the Manx public last year.

Will there be cutbacks in the health service?

The Health Minister will be asked today if he is planning to make any cutbacks in the health service.

In this morning’s House of Keys sitting David Anderson will
be asked to announce if he is expecting his department to make cuts.

The question has been tabled by Douglas East MHK Brenda
Cannell who also wants to know if there will be any changes to prescription
charges or criteria.

The issue of possible changes to prescriptions was raised by
Dudley Butt, the political member for health, following the recent Budget.

Despite a three per cent net increase Mr Butt said the
department had to take into account people’s ability to pay and that as a
result the department was looking into eligibility criteria for prescriptions.
